Regions-unions: tests of agreement on personnel starting from the governors' "platform"

A meeting that "is part of a process that requires shared responsibility on the part of politicians and unions. Healthcare must be transformed to meet the needs of a community of patients that has changed a lot compared to the past and will change again in the coming years". This is how the president of the Conference of the Regions, Massimiliano Fedriga, framed the first summit organized with the unions of healthcare personnel that saw on the agenda the document "Guaranteeing the future of the National Health Service: strategy of the Regions and Autonomous Provinces for the relaunch of the NHS personnel", approved by the Regions themselves on April 17th. And sent to the Government "with the hope of defining the basis of a shared national strategy", and to the unions, "in order to have their important contribution and start a discussion". "There are some essential points that we have raised in terms of proposals and that concern the attractiveness of the public system to be ensured, the potential of using new technologies, the quality of work", recalled Fedriga, fresh from the 2nd place (after the Veneto Luca Zaia and immediately before the Umbrian Stefania Proietti) assigned by the SWG survey on governors.

The declared aim of the Roman day was that of "an alliance between Regions and organizations representing trade unions of healthcare personnel to guarantee a sustainable future for the National Health Service that valorizes professionals and makes the sector attractive".

Present at the meeting for the Conference of Regions and Autonomous Provinces were President Fedriga, the President of the Regions-Health sector committee, Marco Alparone, the Coordinator of the Health Commission, Massimo Fabi and the trade union organizations Aaroi Emac, Anaao Assomed, Cimo, Cisl Fp, Fassid, Federazione Cisl Medici, Fedirets, Fesmed, Fials, Fp Cgil, Fvm, Nursind, Nursing Up, Uil Fpl.

For Marco Alparone, president of the Regions-Health sector committee, "we have started a process of transparency with respect to objectives and roles. For the Regions, this means governing the offer of public health services by composing guidelines aware of the critical issues and creating the conditions for an action plan shared with the Government for regulatory actions and with representatives of workers' organizations for contractual aspects".

The Conference document of 17 April last indicated that "the Regions and Autonomous Provinces consider it urgent and necessary to define a shared and proactive position, with the aim of stimulating a constructive institutional debate and promoting regulatory, organizational and contractual measures consistent with the real needs of the system".
